These highly accomplished experts have reached the top of their professions and have worked with some of the most celebrated institutions in the world. They combine both strong academic qualifications with established practical experience. They are the brains anyone needs for one’s professional development. We draw our experts from private practice and government, Universities and international organizations, and from Africa, North America, Europe, and Asia. We are also considering acquiring experts from Central and South America as well as Oceania.

Hon. Justice James OGOOLA
Hon. Justice James Ogoola is currently the Chairman of the Judicial Service Commission, Republic of Uganda. He is a judge of the Common Market for Eastern and Southern Africa (COMESA) Court of Justice, and Judge of Appeal, East African Court of Justice. Formerly Uganda’s Principal Judge, Justice Ogoola also worked with the International Monetary Fund (IMF) as a Senior Counselor and as a Legal Advisor to the IMF. He was a Deputy Director of the Legal Department and Acting Deputy Secretary-General at the African Development Bank.

Japheth KATTO
Japheth Katto was CEO of Uganda’s Capital Markets Authority (CMA) for 16 years until end of 2013 and is now a company director. He spent eight years doing companies winding up and companies investigations with the Department of Trade and Industry (DTI) and another eight years in financial services regulation with the Investment Management Regulatory Organisation (IMRO) and the Financial Services Authority (FSA) in London. He also held leadership positions in the Africa and Middle East Committee of the International Organisation of Securities Commissions (IOSCO). Prior to joining CMA, Japheth worked with the UK's Financial Services Authority (FSA) in various senior positions in authorisation, supervision, investigations, and enforcement. He also worked for the UK Department of Trade and Industry in Companies Liquidation and Companies Investigation. In the area of corporate governance, Japheth is a Commonwealth Association for Corporate Governance certified trainer and a strong advocate of good corporate governance. He is one of the contributors to and editors of a recently published book on corporate governance in Uganda. He has conducted board training and board performance evaluation for many companies and organisations in the private and public sectors. Japheth was recently appointed to the faculty of Strathmore University Business School. Mr. Katto's current board appointments include East African Breweries Limited (Chair of Board Corporate Governance Committee), Uganda Breweries Limited (Chair of Audit Committee) and Board Chairman of Stanbic Bank Uganda Limited.

Ekpen James OMONBUDE, PhD
Dr. Ekpen James Omonbude is the Economic Adviser (Natural Resources) with Commonwealth Secretariat London, UK, where he provides fiscal regime advisory, policy advisory, regulatory and contractual advisory and other advisory services. Previously, he served as Senior Analyst (Long Term Energy) with Energy Market Consultants (Now FACTS Global Energy) based in London, UK. He has a wealth of experience in petroleum policy and economics, mineral policy and economics, mineral and petroleum taxation and fiscal arrangements, and fundamentals in the oil and gas market. Dr. Omonbude is an expert in the design and analysis of mineral and petroleum policy and regulatory frameworks, model mining and petroleum agreements and energy regulatory frameworks. Dr. Omonbude has written widely and one of his recent publications is: Cross-Border Oil and Gas Pipelines and the Role of the Transit Country: Economics, challenges, and solutions, Palgrave Macmillan, Basingstoke, 2012.

Dan K. AMEYO Esq.
Dan Kenneth Ameyo has over 20 years’ experience at various levels on trade, investment and regional integration law issues. He is the Managing Partner at the Nairobi-based Law Firm, Ameyo Guto, Etole & Co. Advocates, and an Advocate of the High Court of the Republic of Kenya. Ameyo has practiced law in both public and private sectors. He has successfully completed many consultancy studies for COMESA, EAC, SADC, IGAD and the Kenyan Government.

Yusuf ABDOOLLAH
Yusuf Abdoollah has over 15 years of hands-on advisory experience. He started his career with Arthur Andersen, London. He is currently the Head of Risk Advisory at BDO, Mauritius. Yusuf is a Member of the Association of Corporate Treasurers and an experienced trainer in treasury risk, audit, fraud and governance. Yusuf regularly advises on governance issues across Europe and in Mauritius.

Pius Perry BIRIBONWOHA
Pius Perry Biribonwoha is the Director for Legal and Legislative Services, Parliament of Uganda. He has also served as the Chairman Contracts Committee of Parliament since June 2009. He is a well-trained and resourceful lawyer with practical experience in legislative drafting, policy formulation, planning and coordination of research and legal reform programs. Pius is also highly skilled in drafting, interpretation, reform and revision of laws with over five years parliamentary experience and nine years’ experience in the law reform commission. He has authored many professional papers.

Moses MUHWEZI, PhD
Dr. Moses Muhwezi is currently the Ag. Deputy Principal and Senior Lecturer at Makerere University Business School. He is also a visiting Professor at Juba University; Malawi University; School of Finance and Banking, Rwanda; Khartoum University; and Ethiopian Business Management Institute. Prior to joining the University, he worked in the Office of the Auditor General of the Republic of Uganda. Dr. Muhwezi has written widely in the area of procurement, and his works have been published in the Journal of Global Business Issues, African Journal of Business and Law, International Journal of Purchasing and Logistics Management, and International Review of Business Research Papers.

Adeoye ADEFULU, PhD
Dr. Adeoye Adefulu has over 12 years experience in the general practice of law. He has extensive experience in matters relating to oil and gas law, energy law, project finance and environmental law. Dr. Adefulu has advised various clients on matters bordering on the Nigerian energy industry. He advised the Nigerian government on the privatization of eight liquefied petroleum gas depots and is working closely with various companies on the impact of the Nigerian Content Act.

Drake F. KYALIMPA, PhD
Dr Drake Kyalimpa is an applied research and development economist whose current work focuses on energy economics and policy, economic growth and poverty alleviation, input-output and social accounting matrix multiplier analyses, computable general equilibrium (CGE) modelling, applied econometrics and macroeconomics. He has consulted with the United Nations Development Program (Uganda Country Office), Delta Partnership, Ministry of Energy and Mineral Development, and Centre for Performance Management and Evaluative Research as a Petroleum and Mineral Subsector Value Chain Economist/Specialist.

Dr. Anushka RAMLALL
Dr. Ramlall has 22 years of local and international experience in risk management. Dr. Ramlall has a PhD in International Finance from London Business School. He is an author of many risk management articles, published in international journals, and a member of the Professional Risk Management Association. Dr. Ramlall is a Lecturer of Project Finance and Development Finance at the Nelson Mandela University. He is a Founder and co-owner of Risk Insights, a risk management consultancy company.

Florence NAKACHWA DOLLO
Florence Nakachwa Dollo is the Deputy Director and Senior Lecturer at the Law Development Centre Kampala, Uganda. She teaches Legislative Drafting, Family Law, Criminology and Penology, and Criminal Law. She has drafted a number of laws, including the Constitution (Plea Bargain) Practice Directions, 2015; the Petroleum Waste Regulations, 2014; the High International Crimes Division Rules, 2013; the Manual on Legislative Drafting in South Sudan, 2012; the Small Claims Procedure Bill, 2008, for the Judiciary of Uganda; the Charter on Accountability and Ethical Code of Conduct for Local Governments, 2006; and the Community Mobilisation and Empowerment Bill, 2004. Dr. Dollo also drafted a Bill consolidating the Succession Act (Cap 139 Laws of Uganda), 2001; and Uganda’s National Forestry Authority Bill, 2000, among others.

Sabastiano RWENGABO, PhD
Dr. Sabastiano Rwengabo holds a Doctor of Philosophy (PhD) in Political Science from National University of Singapore (NUS); an MA and BA (First Class) from Makerere University, Uganda; and Governance training from the Council for the Development of Social Science Research in Africa (COESRIA), Dakar, Senegal, 2008 and 2009. Dr. Rwengabo currently directs Inspire International’s Research and Consultancy Services and its Strategic Transformation/Leadership Development Program. He has nine (09) years of post-university experience in research, operations, management, and governance and democratisation. He is Singapore- and Uganda-trained in Political Science broadly, with a combined bias in International Security, Regionalism, Civil-Military Relations, and Comparative Politics/Governance – areas in which he has published various journal articles and book chapters. He has five (05) years governance experience in elections management with Uganda’s Electoral Commission.

Professor Ronnie CAPRIBOS
Ronnie CAPRIBOS, LLB, LLM, PhD (Netherlands) is the Malkin Professor of Public Policy and Good Governance at the University of Cape Town. He is also the Director of the Law Institute at the University of Cape Town and NRF South African Research Chair in Security and Justice. Prof. Capribos is a member of the National Academy of Sciences, the British Academy. Professor Ronnie Capribos is a member of Board of Directors at International Centre of Comparative Law, University of Montreal and an Advisory Board Member of Socio-Legal Research Centre, Law School, Griffith University. He is also Senior Counsel Mawalla and Associates Advocates in Arusha, Tanzania.

Edgar AGABA
Edgar Agaba is a lawyer by profession and has experience in management of donor-funded projects, procurement practices and legal reforms for over 17 years in the Government of Uganda. He is currently a partner at Agaba Muhairwe & Co. Advocates. He is the former Executive Director of the Public Procurement and Disposal of Public Assets Authority (PPDA), Uganda.

Henry TACKEY
Henry Tackey currently works as the Principal state Attorney in the office of the Attorney General in Accra, Ghana. He was a Senior Lecturer with the Ghana School of Law. He is a consultant on Legislative Drafting.

Julius KIIZA, PhD
Dr. Julius Kiiza is an Associate Professor of Political Economy and Development in the Department of Political Science and Public Administration at Makerere University (Uganda). He is a visiting fellow at Dickinson College in Pennsylvania (USA), and the Washington-based Center for Global Development. Kiiza has an active research and publications interest in the broad areas of institutional political economy, local content in the oil and gas sector, economic nationalism, democratic governance, and the changing, but not ending developmental role of the state in an era of globalization.

Gervase NDYANABO
Gervase Ndyanabo is currently the Company Secretary and Chief Operating Officer for New Vision Printing & Publishing Company Ltd, Kampala, Uganda. He was previously the Company’s Chief Internal Auditor for 10 years. Mr. Ndyanabo served as the President, Institute of Internal Auditors Uganda; and Director, Global Institute of Internal Auditors.

Peninnah T. KASULE
Peninnah T. Kasule is the Company Secretary at Centenary Bank, Uganda, where she also heads the Compliance function. Previously, she worked as Company Secretary at United Assurance (now UAP). Ms. Kasule is a lawyer by profession and has over 20 years’ of hands-on experience.

Olive OTETE ZAALE
Olive Otete Zaale currently works as a Legislative Drafting Consultant with Legislative Drafting and Research Consultants in Kampala, Uganda. She has over 20 years of hands-on experience in legislative drafting and works as a private consultant mainly in Uganda, Southern Sudan and Swaziland. She has assisted a number of Government Ministries and agencies to draft Bills and regulations. Ms. Zaale has extensive experience in offering training in the subject of legislative drafting. She was hired by the Common wealth Secretariat, London, to draft laws to give effect to the Constitution of the Kingdom of Swaziland.

Flavian ZEIJA, PhD
Dr. Flavian Zeija is the Head, Department of Business Law, and Chairman Contracts Committee at Makerere University. Dr. Zeija is also the Managing Partner at the Kampala-based Law Firm of Zeija, Mukasa and Company Advocates and is an Advocate of the High Court of Uganda. He has practiced law in both public and private sectors since 1998.

Bwesigye Don BINYINA
Don Bwesigye Binyina is a passionate mineral and energy policy analyst and consultant. He is currently a National Mineral Policy Consultant in Uganda with the World Bank Country Office, Uganda, charged with
facilitating the Ministry of Energy and Mineral Development (MEMD) to review the Mineral Policy, Law and
Taxation Framework. He has over 8 years of civil society experience in Uganda. Binyina is currently the Executive Director, Africa Centre for Energy and Mineral Policy, Uganda, and also serves as Senior Associate Partner at Namanya Kafureeka Co. Advocates & Commissioners for Oaths, based in Kampala, Uganda.

Heidi-Marie BOAKYE
Heidi-Marie Boakye is a State Attorney at the Legislative Drafting Division of the Ministry of Justice and Attorney-General’s Department, Accra, Ghana. She is also a Part-time Lecturer of Legislative Drafting at the Ghana School of Law – Legon Campus, Accra, Ghana. She has received advanced training in the area of Legislative Drafting from many reputable institutions such as the Institute of Advanced Legal Studies, University of London, London, UK; Commonwealth Secretariat; and the Ministry of Justice, Accra, Ghana.

Albert Richards OTETE
Albert has over 23 years working experience in accounting, tax, risk management, auditing and all major facets of business consulting and advisory services. Albert has extensive experience gained from international firms like PwC, KPMG and Standard Bank. This has enabled Albert to garner best practices from across the world which often is valuable to other smaller or medium-sized entities (SMEs) in developing countries. While at PwC and KMPG, Albert provided his expertise from the external auditing perspective. While at Standard Bank for a period of 12 years, Albert was in accounting, finance, internal audit and information technology assurance. Albert was also a Chairperson of the Uganda Bankers Association, Frauds & Forgeries Committee for two years, bringing together statistics and experiences from 25 commercial banks in Uganda. Albert was also responsible for tracking the extent to which Standard Bank offices complied with the King III code, which was considered a best practice for Board of Directors.

Jane BITEK LANGOYA
Jane Bitek Langoya is currently a Partner in Bitek, Sakwa Advocates based in Kampala, Uganda, and a part time Lecturer in the Law Development Center and Trainer at the Institute of Chartered Secretaries and Administrators (ICSA) Uganda. She is a Member and previously a Council Member and Trainer at the Institute of Corporate Governance, Kampala, Uganda. She was, previously, a Council Member and now the Chair of ICSA Uganda (a branch of ICSA UK).

Georgina KUGONZA MUSISI
Georgina Kugonza Musisi is currently the Head, Legal and Regulatory Affairs, at Smile Telecom (Uganda). She is a Lawyer, Regulatory Compliance and Business Advisor with 16 years of Legal, Regulatory and Management experience. Previously, she worked as Company Secretary and Head of Legal and Compliance Department at Uganda Electricity Generation Company Limited. She also previously worked as Senior Legal Officer, Uganda Electricity Distribution Company Limited; and Head, Legal and Regulatory Services, at Warid Telecom Uganda Ltd.

Memory BANDERA
Memory Bandera has eleven (11) years of experience in program management. She is a US-trained Zimbabwean whose specialty is in International Development. She is the Director of Programs and Administration at the East and Horn of Africa Human Rights Defenders Project Uganda. She has consultancy experience at the regional and international level and her consultancies included work with EAC Court of Justice; COMESA; Liberia Judiciary; USAID projects; EU-funded projects; DfID; Danish Fellowship Centre; and trainings for institutions in Uganda and across the African continent.
